Advocacy Efforts

APC has an active legislative agenda and awareness strategy as part of a year-round outreach program. These efforts are directed at lawmakers and policymakers, and often require the support of our constituents, namely member colleges, their students, faculty and administrators, as well as employers who hire our graduates or employ them as interns.


2012 TAP CAMPAIGN:
Achieving Results, One Student at a Time

New York’s Tuition Assistance Program (TAP) helps students achieve the dream of a college education. TAP represents opportunity for students, as well as for all of New York. You can help the Association of Proprietary Colleges as we thank the Governor and legislature for not cutting TAP this year and urge lawmakers to restore TAP funding cuts that were instituted two years ago and allow all students to receive the same maximum TAP award.

These TAP cuts negatively impact many APC students. This is one mistake New York cannot afford to make. Please join our campaign to restore TAP. Please help us call on our elected officials to support TAP restorations. Let’s remind lawmakers that TAP achieves results, one student at a time.

The Legislature must restore maximum TAP awards for students enrolled in two-year degree programs.

We all know that state resources are scarce. The Association of Proprietary Colleges has always believed that it is essential to measure investments in higher education by reviewing achievement and outcomes.

Here are some key sector indicators:

A Proven Path to a Bachelor’s Degree
For first-time students pursuing bachelor’s degrees, graduation rates at APC colleges exceed the statewide college average by more than 8 percent.

Timely Completion of Associate Degree Programs
APC students earn associate degrees at a rate of 55.4 percent higher than the statewide averages for students completing their degree requirements in two years.

An Affordable Education
From 2005 through 2009, tuition at APC colleges remained afforable – on average, a savings of more than 40 percent from a private, four-year college.

A Successful Transition to College
In an APC environment, students who previously struggled in the classroom, excel – graduating at a rate nearly 2 times better than other New York State colleges.

Action Alert: APC Member Colleges are Under Attack!

Proposed federal rules could decimate our colleges and limit access to higher education for New York’s neediest students.

New York’s Association of Proprietary Colleges is fighting proposed federal regulations that single out proprietary colleges and would implement a broad based rule that does not equate to quality or whether a student will actually garner meaningful employment upon graduation.

The rule is retroactive in that it looks at data sets from the past, and it does not allow impacted colleges the opportunity to take corrective action. Further, the rule could jeopardize the futures of the state’s proprietary colleges, put thousands of people out of work and severely limit access to higher education to thousands of existing and would-be students.

Reacting to the Notice of Proposed Rule Making, APC noted that the Department would penalize proprietary colleges for activities far beyond their control – namely how much students borrow, what kind of lending program they enter into and whether they are actively seeking gainful employment to repay those loans.
