Statement attributable to Donna Gurnett, President and CEO of the Association of Proprietary Colleges (APC), on the Release of Gainful Employment Debt-to-Earnings Rates

“We are disheartened by the U.S. Department of Education’s decision to publically release the Gainful Employment debt-to-earnings rates before institutions had the opportunity to exhaust all avenues to appeal those ratings.  This blatantly disregards the process to appeal the ratings that the Department itself established.

“While we agreed with the Department’s goals for this rule from the outset, we remain steadfast in our conviction that this regulation does not achieve those goals.  Namely it does not distinguish between quality programs and those that are not.

“New York’s proprietary sector of higher education is carefully regulated by the state Board of Regents to ensure academic integrity, placing it on par with the other higher educational sectors. Our colleges provide quality programs with strong academics, exceptional graduation rates, and enviable job placement outcomes all with the best interest of their students in mind.

We will continue to work with the Department on this very important issue.”
