Statement from Donna Gurnett, President and CEO of the Association of Proprietary Colleges, on New York State Budget

“Members of New York’s Association of Proprietary Colleges (APC) are extremely disappointed with New York’s final budget agreement that excludes nearly 40,000 APC students by not allowing these students to apply for the new Enhanced Tuition Award. Under the FY 2018 Budget, the Enhanced Tuition Award will enable students attending private not-for-profit colleges to receive financial assistance to complete their college degree. The state’s proprietary colleges are excluded from this program.

“Excluding APC students is a departure from longstanding New York State Tuition Assistance Program (TAP) policy to provide equal access and choice to all New York students, and it is extremely shortsighted. Ninety percent of students attending APC institutions are from New York and more than 90 percent of these students stay in New York after graduation to live and work.

“New York’s proprietary sector of higher education is carefully regulated by the state Board of Regents to ensure academic integrity, placing it on par with the other higher educational sectors. APC member colleges provide quality programs with strong academics, exceptional on-time graduation rates, and enviable job placement outcomes all with the best interest of their students in mind. What’s more, APC member colleges are dedicated to keeping college affordable and so in recent years, member colleges have either held tuition flat, instituted small tuition increases (between 1 and 1.5 percent), or decreased tuition.

“These students deserve the same opportunity to reduce their student loan debt as the students who attend SUNY, CUNY or private/not-for-profit colleges. They should not be penalized for choosing an APC member college, but unfortunately that is exactly what this measure does.

“APC members remain committed to their students; and to working with the Governor and legislative leaders to achieve the benefit of enhanced TAP for New York students choosing the exceptional opportunities historically available at APC institutions.”
